(English below) En enero del 2020, el presidente de Aeropuertos Españoles y Navegación Aérea -AENA- Maurici Lucena se reunió con la Generalitat y los ayuntamientos de la zona para presentarles una propuesta de ampliación de la tercera pista del aeropuerto de Barcelona - El Prat. Esta propuesta quedó aparcada durante la pandemia, cuando la actividad aeroportuaria se paralizó. En junio del 2021, el proyecto de AENA se llevó al terreno mediático y político, con el objetivo de incluirlo en el Documento de Regulación Aeroportuaria (DORA 2017-2021), que planifica las inversiones de los aeropuertos españoles para los próximos años. El punto más álgido que desató las críticas por parte de la ciudadanía y las entidades y colectivos contrarios a la ampliación fue el anuncio de un acuerdo entre las administraciones central y regional a favor de la inversión. En agosto de 2021 después de una fuerte presión mediática por parte de empresarios catalanes (escenificada en un acto con la patronal y las grandes empresas en la escuela privada de negocios ESADE), el vicepresident del govern catalán (Jordi Puigneró), la ministra española de Transportes, Movilidad y Agenda Urbana (exalcaldesa de Gavà por el Partido Socialista Catalán PSC) y el presidente de Aeropuertos Españoles y Navegación Aérea- AENA-, Maurici Lucena (PSC) acordaban ampliar el aeropuerto del Prat en el delta del Llobregat. El acuerdo consistía en alargar la tercera pista y construir una nueva terminal satélite para aumentar así la llegada de vuelos internacionales. El proyecto presupuestado eran 2.000 millones de USD (La Directa, otoño 2021). Según sus previsiones, se pasaría de los actuales 55 millones de pasajeros anuales a los 70 millones y se crearían 365.000 nuevos puestos de trabajo directos e indirectos. Este acuerdo debía ser aprobado por el Consejo de Ministros del Gobierno español. Justamente en septiembre de 2021 caducaba el anterior DORA y se necesitaba la aprobación del nuevo DORA 2022-2026, que incluía las inversiones de AENA en este periodo. Gracias a la movilización social, esta nueva ampliación consiguió suspenderse el 8 de Septiembre de 2021[39]. Antecedentes El anuncio del acuerdo político para el alargamiento de la tercera pista del aeropuerto del Prat supuso una reactivación de las mobilizaciones contrarias a la ampliación de esta infraestructura, además de la incorporación de nuevos apoyos por parte de entidades y movimientos sociales que se interesan por primera vez por este tema. Anteriormente, han habido varias entidades y campañas contrarias a la ampliación del aeropuerto que se sitúan en tres contextos. - Por una parte, un conjunto de entidades y colectivos ecologistas y vecinales hicieron oposicón al Pla Delta, un convenio de inversiones entre el Estado, la Generalitat y los ayuntamientos que contenía la ampliación del Prat con la construcción de una nueva pista y una nueva terminal, la T1. El Pla Delta se firmó en el 1994 y la tercera pista se inauguró en septiembre del 2004. En 2006 se inauguró la nueva terminal, la T1. El Plan Delta incluía la ampliación del puerto de Barcelona, del aeropuerto y la construcción de las líneas de tren de alta velocidad. La oposición no se limitó al aeropuerto, sinó que abarcó al conjunto de infraestructuras. La afectación más importante fue el desvío del tramo final del río Llobregat para ampliar el puerto. Este era un proyecto que tardó muchos años en llevarse a cabo, por la oposición política y las dificultades legales y ambientales, y fue declarado nulo por el Tribunal Supremo una vez ya estaba realizado. En 1976, se hizo en el Prat de Llobregat una manifestación masiva contra el desvío. En 1978, se realizó la Marcha del Llobregat, una de las grandes movilizaciones ecologistas de la transición, en la que en los meses de agosto y septiembre los vecinos y vecinas recorrieron todo el curso del río Llobregat protestando por su degradación. Pasados los años, la Coordinadora Salvem el Delta agrupaba unas pocas entidades que todavía se oponían al proyecto, ya que los partidos políticos como ICV que se habían opuesto al desvío del Llobregat, finalmente firmarían el Pla Delta en un consenso de distintas administraciones. La Coordinadora Salvem el Delta llevó a cabo múltiples propuestas durante los años que duró la aprobación del Pla Delta y la realización de las obreas. Algunos ejemplos son concentraciones durante el acto l de colocación de la primera piedra y delante de las excavadoras cuando empezaron las obras del desvío. En el 2003, se hizo una concentración contra la tala de la pinar litoral. En el 2004, realizaron una acción en el congreso del partido ICV, que tenía el gobierno municipal del Prat y que había firmado el Pla Delta. La tercera pista se creó entre las lagunas litorales de la Ricarda y el Remolar (Red Natura 2000) y se acompañó con la creación de una nueva terminal, el desvio de la carretera C-31 y la construcción de infraestructuras viarias y ferroviarias. También se preveía la creación de una ciudad aeroportuaria. La tercera pista supuso la pérdida de 2 Ha de Zona Especial de Protección para las Aves (ZEPA), por lo que el Estado tuvo que pedir la autorización de la Unión Europea en base a razones imperiosas de interés público, segun el artículo 6.4 de la Directiva de Hábitats. Supuso la construcción, dentro de la ZEPA, de torres de iluminación y otros dispositivos, se destruyó el Paso de las Vacas, con marjales y plantas halófitas que formaban el salicornial más grande del Delta, se talaron 20.000 pinos del pinar litoral situado entre la Ricarda y Can Camins, situada en antiguas dunas y areneros y que albergaba especies de orquídeas y funcionaba como un importante corredor biológico. También desaparecieron las lagunas del Club de Golf y los restos del estanque de la Illa así como las zonas húmedas adyacentes, que en aquel momento eran residuales pero tenían un potencial de recuperación. El desvio de la carretera C-31 supuso la desaparición de la major parte de la marisma de Can Sabadell, poblada por junqueras y salircorniales, y se perdieron canales y zonas inundables. Los efectos de esta ampliación fueron la pérdida de hábitats, de especies de aves, desaparición de masías de alta importancia cultural y más contaminación. Por otro lado, la contaminación acústica debido a la nueva pista y la frecuencia de vuelos afectó y afecta, muy especialmente, a los barrios marítimos de Gavà y Castelldefels. Según la antigua página web de la Associació de Veïns de Gavà Mar que recopila noticias sobre la problemática del aeropuerto [22], el conflicto de los vecinos con el aeropuerto llegó ya en 1997 con el aumento de la frecuencia de vuelos (incluso antes que la anterior ampliación). Daños que se agravaron aún más con la creación de la tercera pista. Según el presidente de la asociación de Prou Sorroll (basta de ruido) de Castelldefels en declaraciones en el Parlament de Catalunya: “La contaminación química y acústica y la afectación medioambiental que provoca un solo avión es de una magnitud exagerada que ni las personas, ni el medio ambiente podemos soportar". Según la OMS, «está considerado que, cualquier sonido que sobrepasa los 65 decibelios ya es ruido y que puede ser nocivo para aquellos que la escuchen y recomienda que, durante el día, no se sobrepasen los 53 db y durante la noche los 45 db. En verano la población sufre el impacto de 70 y 80 db cada 2 minutos todo el día". La propuesta de ampliación del 2021 plantea una aumento de vuelos que significaría aumentar el impacto a cada minuto y 20 segundos [33]. La lucha unitaria y las acciones legales, bloqueos de carretera, manifestaciones, etc. de asociaciones de vecinas como, Prou Sorroll, AVV de Gavà Mar, consiguieron en 2006 un cambio de configuración en la tercera pista (la nueva pista) para que los aviones evitaran sobrevolar lo máximo posible por encima de los barrios de Castelldefels y Gavà Mar [22, 28]. Sin embargo, según el seguimiento de Prou Soroll y las cartas de quejas a AENA y los ayuntamientos, hoy en día, después del parón durante la pandemia, la frecuencia de vuelos sigue en aumento, y debido a cambios en las condiciones climáticas por el cambio climático, este acuerdo de configuraciones no se está respetando. Por ellos los vecinos y vecinas afectados ven como única solución posible el decrecimiento del aeropuerto y la no ampliación. - La campaña Aturem Eurovegas tiene también una importancia crucial. La Plataforma Aturem Eurovegas aglutinó colectivos sociales, ecologistas, vecinales y agricultores para rechazar el proyecto del magnate Sheldon Adelson de construir una zona de Casinos en terrenos agrícolas del Delta del Llobregat. Finalmente, el inversor descartó situar su proyecto en Barcelona, y esta movilizacion tuvo una incidencia directa en la oposición a la ampliación de la tercera pista, porque consiguió dar a conocer la frágil situación del Delta del Llobregat y aglutinó nuevas personas y colectivos y aportó prácticas de lucha. Entre las acciones realizadas durante el 2012, destacan: . La edicion de una publicación en papel con 100.000 ejemplares . Manifestación en bicicletas hasta las zonas agrícolas afectadas por el proyecto . Protesta delante de la comitiva de la empresa inversora y "cassolada" delante de la sede del partido político CiU, que estaba en el gobierno de la Generalitat . Concentración en la plaza Sant Jaume, que se llenó totalmente . Concierto para difundir, movilizar y recaudar fondos contra el proyecto. - Por otra parte, en julio del 2019 se celebró el primer encuentro por el Decrecimiento de la aviación en Barcelona, en Can Batllò, organizado por la red internacional de Stay Grounded, donde se abordó la nueva amenaza de ampliación del aeropuerto de Barcelona (ver [312][31]) [10]. En el marco del encuentro por el decrecimiento de la Aviación realizado en Barcelona, se realizó la primera acción en contra de la nueva amenaza de ampliación [14/07/2019 Acción aeropuerto Red Line [15,16,17] y permitió crear espacios de discusión y reflexión entre vecinas del Baix LLobregat, organizaciones sociales, ecologistas y vecinales locales e internacionales para decrecer en la aviación. Después de ese encuentro y ante la necesidad articular las luchas por el decrecimiento del aeropuerto (y también del puerto) se crea la Plataforma Zeroport, que fue presentada oficialmente el 13 de febrero de 2020 [5,6,7]. Durante su presentación se leyó un comunicado que acababa con la frase “El crecimiento infinito es imposible en un planeta finito; el crecimiento del puerto y del aeropuerto son inviables en una Barcelona finita”. También realizaron una protesta con monos rojos y máscaras [8]. Zeroport, además, es parte y miembro activo de la red internacional de Stay Grounded, desde la cual participa en el análisis y denuncia de otros casos en el mundo [13][14], así como en la búsqueda de alternativas a la actual movilidad [10]. Actualmente, la plataforma de Zeroport está conformada por 136 entidades catalanas y del resto del estado. Han sido numerosas las acciones y actos co-organizados por la plataforma para movilizar a la población y argumentar a favor del decrecimiento de la aviación. Los principales argumentos expresados por la plataforma en contra de la ampliación hacen referencia a las incongruencias e incoherencias del crecimiento de la aviación frente las múltiples crisis climáticas, económicas, energéticas y sociales que estamos viviendo. En sus comunicados denuncian entre otras cosas [37] : 1) la incoherencia de este proyecto con el cumplimiento de los compromisos climáticos, y teniendo en cuenta los límites energéticos y materiales del planeta; 2) la imposibilidad de reducir emisiones de CO2 si se continua apoyando a una de las industrias más contaminantes; 3) el “Greenwashing” de industrias y gobiernos, que prometen disminuir la contaminación de la industria de la aviación a través de ilusorias mejoras tecnológicas; 4) que el proyecto está propuesto en un área protegida dentro de la red Natura 2000 que protege una gran biodiversidad y una zona agrícola fértil. Este ecosistema ya ha sido fuertemente dañado con graves consecuencias ambientales pero también económicas y sociales, como la pérdida de cosechas, debido al aumento de salinidad o el aumento de bombeo de agua por la bajada de la calidad del agua potable [36]; 5) que cualquier ampliación aumentará la desigualdad y los impactos negativos, ya que la aviación es una industria muy desigual: el 1% de la población global emite el 50% de las emisiones de la aviación comercial, mientras que tan solo entre el 2% y el 4% de la población mundial tomó vuelos internacionales el año 2018 [33]; y 6) que es un proyecto especulativo donde los principales beneficiados son las grandes empresas de la construcción, de servicios y de infraestructuras y, a la vez, es utilizado para mantener el valor de las acciones de AENA, el 49% del cual es accionariado privado y en manos de fondos de inversión internacionales. El 17 de julio de 2020, ante las posturas ambiguas de los diputados del parlament, Zeroport pide al Parlament de Catalunya una posición clara para la paralización de los proyectos de ampliación del aeropuerto y que redimensione la industria de la aviación [35]. El 26 de enero de 2021, antes de las elecciones autonómicas de la Generalitat de Catalunya del 14 Febrero, Zeroport organizó un debate con los partidos con representación parlamentaria para conocer y hacer públicas las políticas que implementarán durante el próximo mandato en relación con el sistema aeroportuario y portuario catalán. (vervideo [25]) El 2 de junio de 2021, ante las presiones del lobby económico Catalán, la plataforma de Zeroport convocó una rueda de prensa a las puertas de la universidad privada de negocios ESADE, coincidiendo con un acto de “Sí al acuerdo de la ampliación del aeropuerto”, para denunciar la presión del lobby económico catalán y pedir a los responsables públicos la paralización indefinida de los planes de ampliación y un plan de redimensionamiento de AENA. Según el comunicado, los grupos empresariales que apoyan la ampliación basan sus argumentos en “proclamas de progreso sin ningún sustento y sin reconocer los enormes impactos ambientales que la actual infraestructura genera, para continuar haciendo negocio a través de la obra pública” [Comunicado Zeroport 2/6/2021] [24]. Como parte del lobby empresarial se encontraban Barcelona Tech City, Cambra de Comerç de Barcelona, Cercle d’Economia, Círculo Ecuestre, ESADE, Foment del Treball, PIMEC, RACC y UFEC, entre otros [1][2][3]. El 12 de Junio de 2021 La plataforma Ni un pam de terra, Zeroport, SOS Baix Llobregat i l’Hospitalet i Ecologistes en Acció convocan una manifestación en el Prat de Llobregat, contra el proyecto urbanísitico ARE Eixample Sud del Prat y la ampliación del aeropuerto[38]. El 8 de Julio de 2021, Zeroport impulsa con el apoyo de mas de 300 entidades un acto con el título: Ampliaciones de aeropuertos? No gracias! La economía al servicio del clima, la salud y la vida¨ en el Museo de Ciencias Naturales de Barcelona en el que expertos presentan con argumentos científicos y técnicos los impactos de la ampliación de infraestructuras del sistema aeroportuario catalán que se están planteando y la carencia de justificación en el contexto de crisis global ante los enormes retos como país. El 8 de septiembre la Ministra de Transportes, Movilidad y Agenda Urbana, Raquel Sánchez, anunciaba de urgencia desde Barcelona que AENA dejará fuera del Documento de Ordenación Aeroportuaria (DORA) la inversión prevista para las obras de ampliación del aeropuerto del Prat, lo que significaba que se paralizaba la obra durante, al menos, los 5 años de vigencia del nuevo DORA [40]. A pesar de que el gobierno catalán anunciara la paralización del proyecto de ampliación, las organizaciones continuaron con sus actos reivindicativos y participación en medios de comunicación denunciando el riesgo, aun existente, de continuar con las millonarias inversiones de ampliación , especialmente ante el anuncio de AENA de ¨resucitar¨ su plan inmobiliario de ciudad aeroportuaria. Sus demandas se ampliaron a la paralización de los planes de crecimiento de AENA en los aeropuertos de Girona-Costa Brava y Reus y la construcción de estaciones de AVE en estos aeropuertos para conectarlos con el de Barcelona, frenar el desarrollo de la ciudad aeroportuaria en Barcelona en el ámbito del Delta del Llobregat y detener las ampliaciones del resto de aeropuertos que se establecen en el nuevo DORA [24]. Entre otras acciones, varias organizaciones como, SOS Baix Llobregat, Ni un pam de terra (NPDT), junto con la Xarxa per la Justicia Climatica y Zeroport, participaron, el 16 de Septiembre, en la comisión de Acción Climática y en la comisión de Territorio del Parlament catalán, para dar argumentos contra las ampliaciones de aeropuertos. Asímismo, desde su creación, cualquier posicionamiento a favor o ambiguo por parte de instituciones públicas ha sido respondido y contestado por la plataforma de Zeroport a través de su blog, ruedas de prensa o sus cuentas de redes sociales como twitter. [ver 9 como ejemplo]. El 19 de Septiembre de 2021, Zeroport junto con la Xarxa por la Justicia Climática, coorganiza una concentración unitaria en Barcelona, al mismo tiempo que se manifestaban en Mallorca y en Madrid. Fue la primera gran concentración después de la pandemia convocada por organizaciones vecinales, del ámbito social , ecologista y del campesinado bajo los lemas: “Menos aviones y más vida, ¿Ampliaciones de aeropuertos? ¡No, gracias! En lucha peor el clima, la salud y la vida". Unas 90.000 personas, según los convocantes, 10.000 según la Guardia Urbana de Barcelona, salieron a las calles en Barcelona viniendo en columnas desde diversos puntos de todo el territorio catalán. La columna que marchó des de el Prat de Llobregat hasta el lugar la concentración en Barcelona fue la columna más numerosa, y la primera vez en décadas que se juntó un número tan grande de vecinas y entidades ecologistas y sociales de la comarca del Baix Llobregat. A la misma hora, más de un centenar de personas se concentraron en Palma en contra del crecimiento del aeropuerto de Son Sant Joan, el tercero en número de viajeros del Estado español. En Madrid, medio centenar de personas en bicicleta también se concentraba contra el proyecto de ampliación del aeropuerto de Barajas. Asímismo, tanto en el manifiesto leído por Zeroport en Barcelona al final de la concentración como en las numerosas intervenciones, se demostró que estos movimientos están conectados con otros movimientos a favor de la justicia ambiental, social y climática en el territorio catalán (ej., plataforma en contra de los Juegos Olímpicos de Invierno en el Pirineo Catalán) y en otros lugares y redes (ej., Aterra en Lisboa en contra la expansión del aeropuerto) [24]. La concentración tan multitudinaria y las declaraciones a pie de calle, muestra como la opinión pública (votantes de todos los partidos políticos y de diferentes edades), se posiciona en contra de la ampliación del aeropuerto y están descontentas con los representantes políticos que se contradicen es sus discursos, muy a favor del medio ambiente y el bienestar de las personas pero a favor de ampliar infraestructuras como el aeropuerto del Prat [41]. Las organizaciones celebraron el éxito de la concentración unitaria del 19S y la paralización del proyecto de ampliación del aeropuerto de El Prat. Sin embargo, siguen denunciando que no quedan resueltos los daños ocasionados por la primera ampliación y la población del delta del Llobregat que continua sufriendo los impactos del aumento de la frecuencia de los vuelos; así como la población catalana las consecuencias del turismo de masas y la población en general los efectos del cambio climático y contaminaciones. Además, la amenaza de nuevos proyectos de ampliación están ahora sobre la mesa, como son la expansión del aeropuerto de Girona o el Puerto en Barcelona o la propuesta de juegos olímpicos en el Pirineo catalán [34][24]. La amenazante ampliación del aeropuerto sigue presente. En Agosto del 2022 salieron nuevas noticias de un supuesto nuevo proyecto de ampliación [42].
El Prat airport expansion, Catalonia, Spain In January 2020, Maurici Lucena, the president of Spanish Airports and Air Navigation (AENA in its Spanish acronym) met the Generalitat and the city councils of the area to present them a proposal to extend the third runway of the Barcelona El Prat airport. In summer the population suffers the impact of 70 and 80 db every 2 minutes all day long." The 2021 expansion proposal proposes an increase in flights that would increase the impact to every minute and 20 seconds [33]. The united struggle and legal actions, roadblocks, demonstrations, etc. of neighborhood associations such as Prou Sorroll, and AVV in Gavà Mar, managed, in 2006, to change the configuration of the third runway (the new runway) so that planes would avoid flying over the Castelldefels and Gavà Mar towns as much as possible [ 22, 28]. However, according to the monitoring of Prou Soroll and the letters of complaint to AENA and the municipalities, today, after the stoppage during the pandemic, the frequency of flights still continues to increase, and that due to changes in weather conditions because of change climate change, this configuration agreement is not being respected. For those affected, the decrease of the airport and its non-expansion is the only possible solution. - The Aturem Eurovegas (Stop Eurovegas) campaign has also been of crucial importance. The Aturem Eurovegas Platform brought together social, environmental, neighborhood and farmer groups to reject the project of tycoon Sheldon Adelson to build an area of casinos on agricultural land in the Delta del Llobregat. The investor finally ruled out locating his project in Barcelona, and this mobilization directly impacted the opposition to the extension of the third runway, because it managed to publicize the fragile situation of the Delta del Llobregat and brought together new people and groups, and provided new practices for struggle. Among the actions carried out during 2012, the following stand out: . The publication of a paper with 100,000 copies . Demonstration on bicycles to the agricultural areas affected by the project . Protest in front of the investment company and a "cassolada" (casserole) in front of the headquarters of the CiU political party, which was in the government of the Generalitat . Concentration in Plaça Sant Jaume, which was completely filled to capacity . Concert to spread, mobilize and raise funds against the project. - Additionally, in July 2019, the first meeting on Degrowth of Aviation was held in Barcelona, in Can Batllò, organized by the international network of Stay Grounded, where the new threat of expansion of the Barcelona airport was addressed (see [312][31]) [10]. Within the framework of the Degrowth in Aviation meeting held in Barcelona, the first action was carried out against the new threat of expansion [07/14/2019 Red Line Airport Action [15,16,17] and enabled the creation of spaces for discussion and reflection between residents of Baix LLobregat, social organizations, environmentalists and local and international residents on a decrease in aviation. After that meeting and given the need to articulate the struggles for the degrowth of the airport (and also the port), the Zeroport Platform was created, which was officially launched on February 13, 2020 [5,6,7]. During the launch, a statement was read out that ended with the phrase “Infinite growth is impossible on a finite planet; the growth of the port and the airport are unfeasible in a finite Barcelona”. A protest was also staged in which participants wore red jumpsuits and masks [8]. Zeroport is also an active member of the international Stay Grounded network, from which it participates in the analysis and denunciation of other cases in the world [13,14], as well as in the search for alternatives to the current mobility [ 10]. Currently, the Zeroport platform is made up of 136 entities from Catalonia and the rest of Spain. There have been numerous actions and acts co-organized by the platform to mobilize the population and argue in favor of aviation degrowth. The main arguments expressed by the platform against enlargement refer to the inconsistencies in the growth of aviation in the face of the multiple climatic, economic, energy and social crises that we are experiencing. In their communiqués they denounce among other things [37]: 1) the inconsistency of this project with the fulfillment of climate commitments, taking into account the energy and material limits of the planet; 2) the impossibility of reducing CO2 emissions if one of the most polluting industries continues to be supported; 3) the “Greenwashing” of industries and governments, which promise to reduce pollution from the aviation industry through illusory technological improvements; 4) that the project is proposed in a protected area within the Natura 2000 network that protects great biodiversity and a fertile agricultural area. This ecosystem has already been severely damaged with serious environmental, but also economic and social consequences, such as the loss of crops, due to the increase in salinity or the increase in water pumping due to the drop in the quality of drinking water [36]; 5) that any expansion will increase inequality and negative impacts, as aviation is a very unequal industry: 1% of the global population emits 50% of commercial aviation emissions, while only 2% and 4% of the world population took international flights in 2018 [33]; and 6) that it is a speculative project in which the main beneficiaries are the large construction, service and infrastructure companies and, at the same time, it is used to maintain the value of AENA's shares, 49% of which belong to private shareholders or are in the hands of international investment funds. On July 17, 2020, in response to the ambiguous positions of the deputies in parliament, Zeroport asked the Parliament of Catalonia for a clear position to stop the airport expansion projects and to resize the aviation industry [35]. On January 26, 2021, before the regional elections of the Generalitat in Catalonia were held on February 14, Zeroport organized a debate with the parties that had parliamentary representation to learn about and make public the policies that they were going to implement during the next mandate in relation to the airport system and Catalan port. (see video [25]) On June 2, 2021, due to the pressure from the Catalan economic lobby, the Zeroport platform called a press conference at the gates of the ESADE private business university, coinciding with a "Yes to the airport expansion agreement" action that was being held. The platform denounced the pressure of the Catalan economic lobby and asked those responsible for an indefinite suspension of the expansion plans and a downsizing plan for AENA. According to the statement, the business groups that support the expansion base their arguments on "proclamations of progress without any support and without acknowledging the enormous environmental impacts that the current infrastructure generates, in order to continue doing business through public works" [Zeroport Statement 2 /6/2021] [24]. Those taking part in the business lobby included Barcelona Tech City, Barcelona Chamber of Commerce, Cercle d'Economia, Círculo Ecuestre, ESADE, Foment del Treball, PIMEC, RACC and UFEC, among others [1][2][3]. On June 12, 2021, The platform including Ni un pam de terra, Zeroport, SOS Baix Llobregat and l'Hospitalet, and Ecologists in Action convened a demonstration in the Prat de Llobregat, to rally against the urban project ARE Eixample Sud del Prat and the expansion of the airport [38].
On July 8, 2021, Zeroport promoted, with the support of more than 300 entities, an action entitled: “Airport expansions? No, thanks! The economy at the service of the climate, health and life” at the Museum of Natural Sciences of Barcelona in which experts presented scientific and technical arguments on the impacts of the expansion of Catalan airport system infrastructure that are being considered, and the lack of justification in the context of a global crisis and the enormous challenges facing the country. On September 8, Raquel Sánchez, the Minister of Transport, Mobility and Urban Agenda, urgently announced from Barcelona that AENA would omit from the Airport Planning Document (DORA) the planned investment for the expansion of El Prat airport, which meant that construction was paralyzed for at least the 5 years during which the new DORA was valid [40]. Despite the fact that the Catalan government announced the stoppage of the expansion project, the organizations have kept up their protest actions and participation in the media denouncing the still existing risk that the million-dollar expansion investments will continue, especially in light of the announcement by AENA to ¨resurrect¨ its airport city real estate plan. Their demands have been widened to halting AENA's growth plans at the Girona-Costa Brava and Reus airports, and the construction of AVE stations at these airports to connect them with Barcelona, stopping the development of the airport city in Barcelona in the area of the Delta del Llobregat and the extensions of the rest of the airports that are established in the new DORA [24]. Among other actions, several organizations such as SOS Baix Llobregat, Ni un pam de terra (NPDT), together with the Xarxa per la Justicia Climatica (the Climate Justice Network) and Zeroport, participated on September 16 in the Climate Action commission and in the Territory of the Catalan Parliament commission, where they presented arguments against airport expansions. Similarly, any position in favor or ambiguity on the part of public institutions has been answered and contested by the Zeroport platform through its blog, at press conferences or on its social network accounts such as twitter ever since its creation. [see 9 as an example]. On September 19, 2021, Zeroport together with the Xarxa for Climate Justice, co-organized a unitary concentration in Barcelona, at the same time that they demonstrated in Mallorca and Madrid. It was the first major concentration after the pandemic convened by neighborhood, social, environmental and peasant organizations under the slogans: “Fewer planes and more life, airport expansions? No, thanks! The climate, health and life are in a worse fight". Some 90,000 people, according to the conveners, 10,000 according to the Barcelona Urban Police, took to the streets in Barcelona coming in columns from various points throughout Catalonia. The column that marched from El Prat de Llobregat to where the concentration was held in Barcelona was the largest column, and the first time in decades that such a large number of neighbors and environmental and social entities from the Baix Llobregat region gathered. At that same time, more than a hundred people gathered in Palma against the growth of the Son Sant Joan airport, the third largest in Spain in terms of the number of travelers. In Madrid, fifty people also gathered on bicycles against the Barajas airport expansion project. In the manifesto read out by Zeroport in Barcelona at the end of the concentration and in the numerous interventions, it has been shown that these movements are connected with other movements in favor of environmental, social and climate justice in Catalonia (eg, platform against the Winter Olympic Games in the Catalan Pyrenees) and in other places and networks (eg, Aterra in Lisbon against the expansion of the airport) [24]. The massive concentration and the statements on the street show how public opinion (voters of all political parties and of different ages) is against airport expansion and is dissatisfied with the political representatives who contradict themselves in their speeches, like being very much in favor of the environment and the well-being of people but in favor of expanding infrastructures such as the El Prat airport [41]. The organizations celebrated the success of the unitary concentration of 19S and the stoppage of the El Prat airport expansion project. However, they continue to denounce that the damage caused by the first expansion has not been resolved and that the population of the Llobregat delta continues to suffer the impacts of the increased frequency of flights; as well as the Catalan population the consequences of mass tourism and the population, in general, the effects of climate change and pollution. In addition, the threat of new expansion projects is now on the table, such as the expansion of the Girona airport or the Port in Barcelona or the proposal for the Olympic Games in the Catalan Pyrenees [34, 24]. During the summer of 2022 some news has been published on a new project proposal to expand the airport [42]. (See less) |
