Pande and Temene Gas Field, Mozambique


Description:

Gas was found in Pande and Temane in 1961 and 1967, respectively. In 2004, the South African Sasol bought the rights from Enron to explore gas in this region. The project includes a pipeline which runs from the gas fields in Inhambane to its Secunda plant in South Africa. SASOL attempted to register this project as a CDM but environmental organizations protested this decision on the basis that the company already planned to make this investment. The CDM was rejected. This year the company announced plans to build a plant to generate electricity from gas in Ressano Garcia, which lies on the border with South Africa.

Project details

This is a billian dollar project, supported by the Mozambican government, investors, and the South African state. SASOL pays taxes primarily through granting the Mozambican state 5% of the gas produced, as well by setting up 'socially responsible' projects. Currently the company is exploring 147 million gigajoules annually. Only 3 million gigajoules are consumed by Mozambique. This goes primarily to large industries such as Mozal and Cimentos de Mocambique, as well to run a very small number of public buses (some reports estimate as little as 20 buses). This project has created around 700 jobs.

Briefly explain:The start of the conflict relates to the date when the company applied for a CDM. The 'success' is based on the successful contestation by Earthlife Africa of the CDM. However, the project itself continues and SASOL is expanding its reach in Mozambique. In 2010 the Mozambican government granted SASOL and the Empresa Nacional de Hidrocarbonetos a concession for oil exploration in Inhambane. They will have 8 years to explore an area aprox 8370km. In the event that they find oil, they will have a 30-year consession which will be split 90-10. The area is, adjacent to Pande and Temane.
