Lithium in the Salinas Grandes Basin and Laguna de Guayatayoc, Argentina

Communities have increased their organization and delayed lithium projects. But the area continues to be of growing interest to lithium mining and technology companies. No se han creado procedimientos que garanticen la participación y otros derechos



Description:

The Salinas Grandes are located at 4000 meters above sea level, in the provinces of Salta and Jujuy. To the north, in Jujuy, is the Guayatayoc Lagoon. The area is inhabited by 6,500 people in 33 Atacameño and Kolla communities, who make their living by herding animals, growing small crops and extracting salt. None of the people have title to community land. With the arrival of lithium companies in 2010, the communities of the Salinas basin saw their historical rights over the use of salt threatened. They united to protect their territory, forming the "Mesa de Comunidades Indígenas de la Cuenca de Salinas Grandes y Laguna de Guayatayoc para la defensa del territorio" (Board of Indigenous Communities of the Salinas Grandes and Laguna de Guayatayoc Basin for the defense of the territory).

Proposal and development of alternatives:The table of communities has generated the document "Kachi Yupi - Footprints of the salt, Free and Informed Prior Consultation Procedure for the Indigenous Communities of the Salinas Grandes and Laguna de Guayatayoc", prepared in accordance with the legal framework in force in Argentina, claimed as valid and mandatory. Approved by the 33 Communities in general assembly in August 2015. Promotes the implementation of the right to free self-determination of indigenous peoples according to the worldview and customary law, participation in decision-making of a general or particular nature that may affect them and a key claim in the delineation of the conflict with the lithium industry.

No procedures have been created to guarantee the participation and other rights of indigenous communities, nor guarantees of recognition of their territory.

So far there has been no environmental justice in this particular territory. In twelve years of permanent claims, the communities have not been able to obtain justice.
